construccionThe granting of credits to buy building materials and pay labor in order to start, repair or rehabilitate housing, has benefited 165 families in Ciego de Avila.

This measure, enacted on January16, responds to Guideline 299, approved by the Sixth Congress of the Communist Party of Cuba, which item explains the decision to give the possibilities to those who are most in need without exceeding the limits planned. 

Yaisel Álvarez Sánchez, a specialist in the Administration Department of the Provincial Housing Board, stated that the arrangement mainly favors those families affected by natural disasters.

"It also helps critical social cases, especially those people living in vulnerable situations and having little economic solvency," he said.

However, this noble purpose is not carried out with the agility demanded due to the delay n the procedures when people only possesses the house ownership certificate or that of the property, said Deisy Codrington, the officer in charge of credits at the Housing Board of the capital municipality.

"The fact is that, according to the requirements, beneficiaries should be given an answer in every step of the procedures, for example, the urban regulations request and the to visit the architect of the community for the final design and the construction license, among others, for which they should wait at least 30 days", he said.

Meanwhile Bienvenida Terry Companioni and Jose Luis Lazarte Borroto, neighbors of the capital city said they had all their documentation ready, but after four months they have been given no answer as to whether or not they will be granted the credit.

Terry welcomed the idea of ​​this program, but thought the mechanism should be analyzed for its delay.

The funding available for the credits equals the 48.5 percent of the tax collected on sales in the marketing of construction materials in every Cuban province.

Of that percentage, 40 goes to the administration councils to be allocated to those in need, and 8.5 percent goes to a central state budget.
